We grow our children small around here. For instance my 10 year old is currently wearing a size 6. My 5 year old is wearing a size 2T. As a result, I have become very good at taking in pants. Because tape, staples, and safety pins can only take you so far.
Here's a quick view of how it can be done.

This pair of shorts had 4 layers of stitching. That's 4 layers of tedious stitch removal. Boo! |

| Cut out the length you do not need. I removed 2". |

| Overlap the elastic and stitch with a zig zag stitch so it allows streching. |
 |
| Replace the stitching. Done! |
The end result! Busy boys in fun parks makes it difficult to take pictures.
